I honestly don't even know what I could possibly say that I haven't already said countless times already.
Who advised Donald Trump? Who cares. He's going to do whatever the fuck he wants to do, of that we can be certain. And his party won't hold him accountable.
And, in the meantime, he's going to keep threatening us with it, personally or via his various sycophantic minions, because the person currently occupying the office of the United States president is a terrorist, who thrives on keeping his own people writhing in fear of what destruction of our democracy, laws, institutions, and/or norms he'll perpetrate next.
